Major changes are coming to the Romanian labor market.

Major changes are coming to the Romanian labor market.

A new draft Emergency Ordinance is set to reshape how companies hire and manage foreign talent. If you are an employer or a recruitment agency, these updates will likely impact your compliance strategy in 2026.

Key Highlights of the Draft:

  • New Visa Categories: Introduction of the "Holiday and Work" visa, designed to add flexibility to the labor market.

  • Stricter Agency Rules: Recruitment agencies will face tighter authorization conditions and the creation of a dedicated Register of Employers of Foreigners.

  • Digital Integration: Launch of the WorkinRomania.gov.ro platform to streamline and digitalize the hiring process.

  • Enhanced Protections: New mechanisms for foreign workers to report irregularities and increased transparency requirements for employers.

  • Tougher Penalties: Significant increases in fines for non-compliance (up to 1 million RON in some cases) and expanded control powers for authorities.

Why this matters:

The goal is "professionalizing" the market while combating illegal migration and labor abuse. For businesses, this means more oversight but also a move toward a more digital, transparent system.

As the draft is currently under public debate, now is the time to review your internal processes and stay ahead of these regulatory shifts.

What are your thoughts on these changes? Do you think they will help solve the current labor shortage or add too much red tape?
